Record-High. It was never that high before. The record-high exceeds the previous high that there was. EX: Record-high temperatures were recorded for January 2007. This would mean that for all Januarys that temperatures were ever recorded, January 2007 was the highest of them all.

record-high - highest ever recorded

(in context)record-high margins - the price to purchase refined oil was very high compared to the acual cost to produce it. The producers of the refined oil could charge so much because there was a so much of a demand for it,
They made so much money because they could; while people payed so much because they had to.
