You do have a workng knowledge of english, which is evident by your' posting this question. However, if you are keen to improve your linguistic assets, then try this following exercise. Take the daily newspaper and a paper and pen with you.
1) Sit down alone in a quite corner.
2) Read the written article in the daily, to yourself, as clearly and in a medium pace, TO YOURSELF. Read as much as you can, but remember, you must listen to your own voice.
3) When you come across new or difficult words, you must write it down.
4) After you feel that you've had enough of readings, stop it and then get a dictionary, Check out those words you have written down, and remember its defination/meaning.
Continue this exercise for a month very regularly and just notice that after a month has gone by,
1) Your fluency has improved
2) Your english vocabularly has improved
3) You get to evolve a style of speech of your own
4) Accent may or may not be there, but your expression definately improves
5) Your confidence of expressing verbally, enhances to a great extent.

I'm not sure where you're located. If you are in the United States or Canada, most areas offer "English as a second Language" classes (also known as ESL classes). A lot are offered for free or for a very small fee. Others are offered through colleges. Below are a few websites regarding ESL classes and how to find them.

Well...
Just like writing, the best way is by doing... in this case, when you speak or write English, let the people you are communicating with know it is "ok" to correct your mistakes, that you would appriciate the help, and not be insulted by it... Another good idea is to find some books or classes to learn how to speak English written in your native language.
Another idea is similar to how the U.S. Army traines troops in foreign languages. It puts them in groups and you HAVE to speak the new languages, you HAVE to ask for stuff like food in the new language. You'd be suprised how fast a hungry belly will teach you what you need to know - it is, after all, how YOU learned to speak your native language. In a less harsh method for you: find other people who are or better yet, learned English from the speakers of your native language. These people have already learned how to do what you want to do, they will be sure to have some tips to help you!

Why?
1) First letters in sentences are always capitals.
2) When used to refer to oneself, the letter "I" is to be a capital.
3) The word "engilish" in this sentence is a proper noun, that is, it refers to a specific, concrete thing, so it is capitalized, as you would capitalize "Tom" when speaking to me, as that is my "proper noun" name.
