How do you know he's lying? Maybe he has things going on in his life that are bigger than your realtionship and he does't know how to open you up to that.
Then again he could be jerrking you around, but it's best to not make something all about you and realize that he could be going through some things right now that you just don't know about. Try to get him to open up and if you can't then you just have to let him do it on his own when he can.

He could be telling you the truth and have family problems that are affecting his ability to have a relationship with any girl right now, or it could be that he doesn't want to be "the bad guy", if you break up with him, then he gets to play the victim and how mean it was for you to dump him and use it as a ploy to make other girls feel sorry for him and want to take care of him or just for you to make the decision because he doesn't want to or is too chicken to do so.
Relationships are a two way street; if your needs are not being met in it, you have told him they are not and you have asked him to do something to correct it and he has not, then he has given you your answer without having to take responsibility for making the decision himself.
If you want to try to make it work, be very direct what you want and need one more time and if he still does not respond, it is time to move on.

You didn't say how long is this happening, nor how long are you two in a relationship, and that would help. It could be that he is not brave enough to tell you it is over, or that he is keeping you around just in case. But in case that this thing is happening like only this week or so, give him some more time, the case might be that he is having family problems he can't talk about. We all know that simply sharing your problems can help, but sometimes people have things that they don't know how or can't talk abt. Wait for a few days, things might work out themselves. If not, i can't tell you what to do, but what i would do is to insist one simple answer: if its not over, tell me what is going on or I say IT IS over.

Because they don't want to hurt your feelings. In short, he doesn't have the courage to break it off and is leaving that up to you.
There are people out there who can't commit to yes or no. That leaves you to do the dirty work because they lack the courage to do it. In short, he's behaving like an asshole and is expecting you to pick up the ball and run with it - so run with it. Tell him you feel it's not working - then move on. Don't contact him again. Don't take his calls if he wants more information or tries to contact you. Just move past this one.
You deserve a man who feels you, and your relationship together, is worthy of addressing in a mature, thoughtful, and respectful manner. This isn't that man.
Good for you for recognizing it. Move past this one and be open to the possibility of meeting someone who really will respect you.

He just might be goign through really tough things, or maybe not. You need to talk to him, clearly. Tell him you are concerned about him, than he can confide and trust you. DOnt keep acusing him that he dosent want to be with you, because if its not true, you might just be pushing him far away from you. Talk to him, of how you feel, look at him in the eyes, if you feel no trust there, then it is over. But guys are not open as we are. They dont tend to communicate as we do. Good luck!
