In my area there is an organization called Critter Care that provides vouchers for low cost spays or neuters, but I am not sure if they are located anywhere else. Also if you have a local SPCA they may be able to help you by either providing or directing you to someone that does. There are also insurance programs for dogs, but to me they are a little more expensive than they are worth.

Is there any possible alternative to surgery for the dog, such as pain medication or something less expensive? If surgery is the only option maybe you can find a vet who would be willing to work out a payment plan with you.

Call your local pound. They have a list of participating vets that provide low cost/free spay and nutering. If is another surgery then contact a breed rescue or the ASPCA

Yes. Call your local animal shelter or the ASPCA and they can point you in the right direction.
