It's a Celtic name. The only Celts in the Bible are Galatians (Celts in Turkey). The actual name Siobhan is not in the Bible though.

According to wikipedia, Siobhan is gaelic for Joan.
Joan is from Joanna.
Joanna is the female form of John
And John is one of the gospel writers.

This is not a name of the Bible.

I was, however, able to find some Irish and Scottish ladies by that name.

That singer from Bananarama was one of them.
