Aww, that is so romantic. Well, I have more than enough birthdays to count with my boyfriend, and each time it's always very special. Sometimes, it's a surprise and other times, we plan it together and it turns out good.

So, I guess, the question here is, is it a surprise?

If it is, plan carefully, maybe you could try getting her family involved, (that is if you are close to them). If you are close to them, you can pretend that you forgot to buy her a birthday present, and you could only get a small little inexpensive for her last minute. But in fact, you already bought something that she really liked and have given it to her siblings for safe keeping. The both of you head out, have lunch, have fun, go to her favourite places, and start heading to her around dinner time. Pretend that you have to go and wait for her to open her house door before you pretend to leave. The moment she opens the door, "SURPRISE!", her whole family is waiting there for her!

If it is not, you could just ask her! Ask her what would she like to do and where would she like to go on her birthday. If she says she's not sure, that means, she is expecting a surprise from you. (Then you can refer to the previous paragraph) If she tells, do exactly as how she wants it, with a small little surprise like, reserving the dinner table in advance, and if you're having cake at the restaurant, you could have her name on it in icing. If there is a guitarist, or a violinist or some kind of musician in the restaurant, you could him/her/them to sing her a birthday song. (All these without her knowing, of course)

Hope she has a good birthday and good luck in making it a special one for her.

Visit the place you had your first date, first kiss, etc. Nice restaurants are cliche, but not for no reason. Try to avoid the restaurant unless absolutely necessary. And wait on her hand, foot and whatever else. Homemade meal would be a good idea, done tasefully (no pizza pockets or Kraft dinner). Expensive presents are nice, but not always a good indication. Handmade or personal things are good, maybe even a personalized teddy bear or something cute. Perfection does not always equal romantic. Sometimes romantic happens in very imperfect moments.

Need more information. How old are you, do you live in the country, city, by water? If you are 18 or older and live by water, as in San Francisco, a dinner bay cruise is one of the most romantic things you could give her. If you live in the country, a picnic under the stars, in the big city, a picnic on a roof top (legally & safely on the roof top)under the stars. Anything under the stars and being together is romantic. Without more info, can't be of more help.

try www.lovingyou.com or try this (it doesnt cost much) Get some of her favorite flowers, a table cloth, and make her some of her favorite foods. Put the cloth on the table, make a center piece out of the flowers ( put one on her plate). Escort her to her sit and tell her that you will be serving her tonight. After dinner have her close her eyes and give her, her gift. She will like that better than going somewhere because of the thought and effort you put into it. I hope this works for you.

OO..amusement part..or carnival...wait that isnt romantic lol I'm a wild fun girl.
Picnic of some kind...i would recommend you MAKING her favorite dish and dessert. Sitting in front of the fire, talking, reading to her, something. Give her a massage of her choice. Just make it a huge day of pampering her. get her some roses, maybe 12...and as u hand her each one tell her one thing you love about her.

If you on the beach maybe you two can watch the sunset?

Hope i helped some.

Romantic meal, by candleight, if you make it and set it up it will be more special. Another idea is a picnick. OR a boat ride. OR go to a really nice aqurium.

Man I must be expensive. I think you should wine and dine her. Take her to a nice restaurant where you guys get dressed up and follow up the evening with tickets to a play. If you are on a budget, you can make her dinner and serenade her.

find out what her ideal romantic date is. mine is a picnic under the starts and just being in each other's arms. theres no need for lots of conversation. how you handle silent moments is very important.
