Double click on "My Computer", or right click on "My Computer" and choose "Explore".

Normally you can right click on the letter of the drive, like A:, and choose "format".

Don't do that to the C: drive. Since you are asking this question get help from a friend if you need to reinstall the operating system of your computer.

You don't need to format CDs or DVDs.

It depends on what kind of disk. If you mean a re-writable CD ROM then put disk in and right click then choose format. Or use your CD burning software to reburn infomation on the disk.

what disc?
if this is a hard drive or a floppy and you are using windows XP and above all you have to do is:
1 Click on my computer
2 right click on the drive or the disc you want to format
3 select format from the drop down list that appears on your screen.
4 follow the instructions on screen.

and it is as easy as that.

Your question is too specific. Try to be more vague next time you ask it.
