Hellow. I am not American. I want to study English and my major in USA. But, I don't know well where is the good place/area to study English for people that speak english as second language. So, I am asking native Americans.

It doesn't matter. There are many different dialects of English, but you can learn English in any location. No region of the United States speaks the dialect that is considered to be standard. You will probably hear standard English in just about any school. Maybe you should choose based on your major.
