You generally only have a hot water return pipe if you are going to create long dead legs on the hot water supply to the taps from the cylinder, you know the way you are standing at the sink freezing your nuts off in the morning waiting for the hot water to come through!!! You need to branch in close to each sink with the return and then pipe it back to the cylinder via a domestic pump...therefore the size will be determined by the supply , probably 22mm or 25mm

The secondary return would be the same size as the flow returning into the cylinder at a point 1/3 of the height of the cylinder from the crown.

You need to be more specific. Normally there is no return pipe for hot water. If you mean solar heating, the inlet and outlet are the same size. That is also true in most radiator {Steam} heating.
