unfortunately you are probably asking about a wal-mart or similar retail outlet pool. these normally come with a 1/4 or 1/2 horse power circulation pump.

if you are having success with the pool staying intact, (ballon top pools are problematic) you might try going to a pool supply store and upgrading your pump to one you can use a vacum with.

yes it is an additional expense probably 200-500 dollars and should only be done like i said if the side walls are solid. it may be that you prefer to empty a refill the pool a couple of times per swimming season instead.

these new inexpensive pools are a mixed blessing. nothing beats haveing a pool in your own back yard but it does come with a price beyond what you paid in the store.
