the administrater is the owner of the computor ,you must be in a guest account ,for safety the guest account is not permitted to make serious changes to the system and a lot more besides ,this is so that the owner get more or less the same computor back after visitors have used it ,such as background settings ,internet settings ,messing with the antivirus or other important programs.
when you are in the admin account you can do what you like

You are logging in to your computer with limited rights such as installing software. Your dad or IT department (if it is a work PC) needs to log on as administrator or with an account that has install rights to download iTunes. Good luck.

You can user accounts in windows, otherwise known as profiles.
Whenyou boot up windows you have to sign in with your profile or user account. there are 3 types of accounts, Administrator, Viewer and Guest.
If your windows account is a viewer or guest you cant install software. So talk to whoever owns the computer.

That means that you have more than one users onteh computer. Go to the user that is the admin and change the setting of your account to admin instead of guest or different.

you should log in as administrator, if the computer is not yours, and it is password protected, you need to ask for permission, so you can log in as administrator.
