And how do they make certain wrenches with a rough surface? But other wreches like a breaker bar is round, cylindrical and smooth, and shiney. How do they do that?

it depends what brand or co. it is some are made the new 21st century way and some are the old style where they look for the metal but most of the new tools are either plastic or chrome or sumthing

most solid hand tools are die-cast. that means the molten metal is injected into a sealed casting mold. the ones with the smooth, shiny surface have been through a process called galvonization, and then chrome plated.
