I agree with ak, get a Canon. Canon PowerShot's are great cameras that are reasonably priced and which take good flash photos.
Also, don't worry about getting one with a high megapixel count. Even the lowest-end cameras have a megapixel count that is sufficient for everyday use. Instead, get something within your budget and use any extra money for a larger memory card...such as 1GB.
Also, getting a camera with a Lithium-Ion re-chargeable battery is a really good idea. That way you don't have to spend money on expensive disposable batteries.

You can get a new digital camera from http://urlx.org/directtrack.com/b327d and all you have to do is enter in your zip code to see if they mail it to your area. My uncle got his camera from that site and it arrived at his house a few weeks later. You can choose between three different cameras and they are all free of charge.
