Years ago two men tried to remove that top line, after doing so they were down the last line, they realized that it was still the top line but it was now at the bottom of the page so they moved it back up to where it is today. They also had the same problem with the top of the page, when they had 11 inches of paper left they realized there was no solution to there dilemma, but now the paper was to wide, so they punched holes in it and hung it on three nails, when they were inspecting it they got the candle to close and it caught fire and by the time they found water to extinguish the flames it burned down to 9 inches so they had trimmed 1/2 inch off with a pair of scissors and in doing so one of them cut their finger off and the blood spurted onto the paper in two places, at this time they gave up on the idea of improving that piece of paper. It is believed that these guys had the same problem with lined indexed cards and the development of the yardstick.

If it wasn't there, the next line would become the top line - that we don't use, so if you eliminate the top line you will have lined paper with no lines.

It is used for titles. If you don't put titles than it is left blank.
