it was new years eve.
and hes kind of a friend.
well more my friends friend.
but theres just always something there that we could be friends with benefits though because we make it noticable that we both find eachother attractive.

I would have to say yes he really does want to make out with you. About alcohal being the truth serum I would have to disagree, what about the phrase "beer goggles".
But Anyway if he said it drunk and sober then yes he probably does and is to intimidated to do so. So he jokes about it or tells you when he has beer guts.
So kiss him on the cheek and grab his hand or something to let him know your interested or just joke back, that he can go ahead you wouldn't mind.

ANYTHING with tires or testicles is going to cause you some trouble eventually, so either you're up for that or you're not. Any man who's been drinking doesn't just want to make out with you; he wants to get screwed silly! Now, if it's a boy we're talking about instead of a man, I forget what the rules are. I'd say stop trying to figure out what he wants and try to figure out what YOU want, and act on that. You can't control what he does.
