The hours seem to vary from center to center in the US.
(I have not searched for Red Cross Centers outside the US).
The American Red Cross main website has a search box
(enter zipcode). http://www.redcross.org/,
It also has a Web page specifically for Red Cross Centers
and blood drive locations.

Blood drive locations have hours posted, and one can make
an appointment online.
Some (many? I haven't researched it) local Red Cross sites
post their individual hours of operation for blood donations,
as well as contact information. Often one can set up an appointment online.
One can also contact the local Red Cross by phone to check on hours and make an appointment.
Appointments are not necessary, but it is a good idea to call
ahead for the hours...Web sites are sometimes out of date,
and not currently correct.

It does vary depending on were you are from. The donations are often a 6am to 5pm schedule at the center, but vary at mobile locations to usually no later than 8pm.
