Go to the post office and fill out the form. Get your photo taken, show your identifying documents, pay the fee. There is a set fee, the only way it's going to change is if you must rush your processing. So make sure you give yourself a few months between the time you order the passport and the time you're going to need it.

The only money-saving tips I can give you is
1. don't go to a passport photo service. you can do it yourself with a digital camera and print out good quality at Rite-aid.
2. apply way before your planned travel so you don't have to pay for rush service.
