My answer to this is it may be fleas in this particular area.
Try Frontline for ticks and fleas. A drop you give your kitten on the neck between her shoulder blades and last for about 18 days or more. Just try it for one portion because it's pretty expensive, but the best. If it doesn't work then try the suggestions that have been mostly commented here especially by Seattle.
If not take her to the vets.

is she chewing her tail or sucking on it some times they do this if they are taken to young from there mother. she also could have mange, or possibly a gland plugged in her tail please call you vet
