There are four casinos in Italy and all were established along the same lines - residents can't play and if you want to gamble you have to travel to the resort (spa) location.
Venice has two, one in the old city and a factory sized item near the airport.
You can get cheap flights from Rome to most places and from Milan, Ryan Air flys to Malta, which is the nearest Southerly casino location. Dragonara Casino being the best on the island.
