Okay Rule #1 is to not tell anyone but ur best friend, or else she would know before u tell her. Rule #2 is to not just blurt it out. You need to set up a nice date, but not too fancy or anything because she would be all emabarassed. Rule #3 is to say it slow, dont say it fast, thinking that it would be easier to say that way, because if u say it fast, she wont understand u and it doesnt sound like u really meant it. Just sit her down, talk a little bit, the say "I Love U"! :)

it's best to find a method of your own. it shows love and creativity but... if you cant think of any ways...
a classical way would be:
roses
a note
a romantic dinner
a walk on the beach
jewelry
vacation/resort
a more exciting way would be:
on a rollercoaster
yelling it out in public ;-)
dvd
bad ways:
email/internet
but if the girl is more unique, then think of different ideas.

well if it really is love, then you could probably tell it in a poem
"your beauty if a fountain, that never stops, your eyes are as wonderful as the plains, and like the ocean, always there and plentiful, so is my love for you"

Maybe u should say how much u loved her from the start and be careful not to make her feel too awkward and then say that shes really special to u and u really luv her!
