In these verses paul is referring to Psalm 14:1-3.
I think that these verses are saying that no one can stand before God and declare him/herself righteous. If we have ever sinned in the slightest bit, we have fallen short of the glory of God. God demands perfection and aside from Christ we are doomed. If we have trusted Jesus Christ for salvation , then when God looks at us he sees Christ, the perfect sacrifice. So then we come to God through Christ Jesus and any othehr way we would be seen as the verses in Romans3:11-18.
Hebrews 11:6 says that God is a rewarder of them that diligently seek Him. I would like to see more of the diligence in my own life in seeking God.

If you back up one verse, it clearly states how it is quoting OT scripture.
And its talking about sin. Yes we all sin. But I do seek His face...anyone who sees His face shall die. I would die right now if He offered His face for 1 second.
