I loved that show. I think its possible, but the cop has to be really good at acting younger than they really are. Don't the cops want a college degree to become a cop? So if you came out of high school at 17 or 18, you're 21 or 22 when you're done getting a bachelors degree. I'm not so sure that many at that age can believably act 16 to18 years old anymore.

They do from time to time, but not to the extent of the television show. They use the young officers to find out about drug rings or other large crimes committed by youths.
Cops will also send kids into liquor stores or into a bar to buy beer. If they get something sold to them, the cops bust the place. So they use the young looking adults, and the kids. Basically, if you don't break the law, you don't have anything to worry about, do you?

Yes, I know an officer who did that right out of the academy. He did look younger than he actually was. I asked him what it was like & he said they gave him a little souped-up car with nice rims, and he basically went to school and got to know the gangbangers & drug dealers so they could get busted. He also said high school seemed a LOT easier the second time around!
