Heres my routine.

I shampoo my hair, than put the conditioner in and leave for 2 minutes while I wash other areas of my body.

After that I tend to wash the conditioner out. I notice when I leave a little conditioner my hair feels gelly and I don't like that.

Wash the conditioner out or else it will leave a waxy filmy feel to your hair. If you want conditioner in you hair, buy the leave-in spray type made by Infusium, Pantene, Thermasilk, etc. I wash, condition (rinse it out) and also use Pantene Pro-V conditioning spray because I blow dry my hair every day.

Yes, I wash it all out... and I don't use much conditioner at my roots, just more at the ends where it's needed more.

They make leave-in conditioners if that's something you're interested in...

Rinse thorougly. Conditioner left in attracts dirt. You may want to try a spray on/ leave in conditioner.

well theres your answer, if you don't like it gelly don't leave any in. i rinse it out thoroughly, there are some special leave in conditioners if you think your hair needs it

You do not have to rinse it all out, however if it feels too jelly then rinse a little more than what you normally do. When you leave a bit in your hair when it dries and can help frizz.

i usually leave a little in to control frizz.
i'm sure you can wash it all out if you dont like the feel, since you leave it on for 2 minutes to let it soak in.

you can wait a little bit.. so that it reaches and penetrates the hair follicle.. but you shouldn't leave it for too long.. cuz then your hair will feel gross. leave it for less than a minute.. a minute at most.

it also depends on the conditioner and wat the label says.. read the label [if you havent done so already]
