This saying is always on the lips of teachers, PE coaches, athletes, and generally people who love competition, even if it is something so small as an aisle sale in the department store.
You can be happily strolling with your little buggy and someone would tell you excitedly " DId you get some?" and you look and their buggy is full of toilet paper or something stupid. So you say "no" what is it? They answer back "Oh, three minutes ago, there was an announcement that all TPs are only a dollar per 12 pack, isnt this such a good sale?" Then you say" oh yes , that is such a good sale" Too bad I didnt hear it" So this woman will flip her hair and haughtily say "You snooze, you lose" while walking away.

So this phrase is really an annoying saying that may give you high blood pressure and makes you want to stuff little old ladies into buggies full of toilet papers.
