It started with a Police Department in, I want to say Ohio. The sign over their door had their badge with the the words Pride, Integrity, & Guts over the top of it. The P, I, & G were much larger than the rest of the letters in the words. From a distance, all you could make out was PIG above the badge.

This has never been confirmed, but the station, I believe still has the sign. It is an urban legend of sorts, but makes for a good story.

Mick T has hit it on the head. Animal Farm and the pigs being the authoritarian group in the book. Read the book, it is a fantastic allegorical tale. The majority don't know this and simply use the term because they heard it somewhere else and think it makes them sound "James Dean"ish (insert any other stereotypical bad boy name here).

Why did it stick? Pigs are generally known for their disregarding nature, especially around dirt. They throw their weight around with a lazy confidence. There is a land-lubberish quality, when they plant themselves in a location and will not be moved. Take a police car blocking traffic, for example, parked in a lane while the officer may or may not be doing something. Much of the nature of hogs is very similar to the command presence of law enforcement.

When you get down to it, these people have had a confrontation with the police. I've had a couple of them which did not lead to arrests. As much as the dislike for criminals stays in the blood of a cop, so too does the dislike of abusive cops stay in the blood of a harassed civilian. Or my name isn't TarKettle.

Snorted while eating donuts? I don't know what started that
saying, but it's been around since the 50's or 60's.
Good question, but I have the feeling we're about to be deleted.

dang...tattoo beat me to it...but yeah, it's an acronym of the motto of pride, integrity and guts...and I bet once the acronym caught on amongst the hippies, the guy that came up with the motto was not a popular guy.

and to the one answerer, if you'd ever lived in a town where your 11 year old paper girl was abducted while collecting on her paper route, held for a day and a night by a filthy piece of trash, then killed and cut open and her female organs taken for a souvenir by that piece of trash...and watched the police force hunt day and night, without sleep, till they finally caught him...you'd never make fun of police again...and he died of a heart attack while on death row, in February 2004.
