Maybe he's afraid that the resulting "shrinkage" will cause the condom to slip quickly. Hey, he knows his own body best.
He also may be conditioned to do this by previous encounters.
Warning - neither method, used alone or used together is a good method of birth control. A condom with a sponge or another form of spermacide is a bit better but withdrawal NEVER is a good choice.

He's being VERY SMART. He doesn't want you pregnant even though he is wearing a condom. Condoms could break because of too much friction.
You should be proud of him.
