If the meds are not working, you are probably headed for ear tubes-- sorry, probably not the answer you wanted.... but they do work

I have 2 boys (ages 5 and 2) That both have or had recurring ear infections, good news is that with them it seems to be a stage they grow out of.
They both are on daily meds during cold and allergy season singulair 4mg for allergies once a day and on Sudal a decongestant, they take twice a day morning and night. 1/2 tablet each dose.
This is the only releif we have found from the recurring ear infections, although neither of them seem to have bad allergies or noticable nasal drainage.
My 5 year old just had one last month it was his first in 2 years, he was allergic to cefzil antibiotics the strongest dose they could give him that was the 5th reccurance 2 years ago and he had tubes placed the year before, my 2 year old hasn't had tubes yet and once he had his first ear infection that hospitalized him at 4 months old he has been medicated during cold and allergy season.

If she is still sucking on a bottle, do not let her do so laying down. I have learned with my own children not to clean out thier ears with Q-tips, thier pediatrician also told me it was better not to. Try to avoid allowing her to get water in her ears when bathing or swimming. Alot of people will use peroxide to clean thier ears. The doctor should be able to prescribe you ear drops. You can also try baby tylenol for the pain.
