My boyfriend and I are both 18 and we wanted to visit D.C. this summer but we can't find any hotels that will let us stay in them!! Please help!

You can try contacting the youth hostels in Washington DC. They are essentially low cost youth oriented hotels but you normally have to stay in a room with several people. Don't worry, it's safe. You can make a lot of new friends. However, you do need to contact the hostels because some only allow international travelers to stay there but just tell them that no hotel that you have found will let you stay since you aren't 21.
