At the very beginning. If the guy really loves you, then he will wait. If the guy is begging to want to have sex and tries convincing you to, then he is not honoring your wishes.

Tell him right at the beginning of the relationship, so that way he knows where the boundary is, and if he respects you, he will know what behaviour is allowable and not allowable by you.
To be sure, you should both talk about what you will and won't do. So there is no confusion and no misunderstandings, should you two get excited.

You tell him when the subject comes up. IN the meantime,Don't put yourself in a position you can't get out of and get raped. Tell him before heavy petting. In fact, it is to your advantage to avoid heavy petting.
Your letter touches my heart. So few people anymore with morals. You and your future husband will be so happy on your wedding day that you waited. Would be nice if he had too.
