It is illegal to selll, own, manufacture or possess throwing stars in the state of Ca. The only exceptions to this are that you can posses them in a school setting for the sake of instruction, or in your home. There is also an exception for transporting them to and from class. Other wise you can't have them. Also I am unaware of any company that will send them to Ca. if ordered (and believe me I have loooked) not even to schools.

Reading those statutes, there does not appear to be an exception for legitimate training with shuriken, only for nunchaku (12020b3-4). This would imply that owning, manufacturing, transporting, buying or selling shuriken is illegal in Ca. regardless of the intended use or user.
