I've done 4 or 5 sets of 15 leg lifts every day and I am not getting any results. Is it because it is too little or are they not affective I don't know. What is another way to exercise the lower abs.

For bulk it is always
High weight low reps, or if weightless you would be looking at more like 50 per set and only 3 sets.

I assume you are lying on your back, right? If so, place the palms of your hands on your lower belly so that the tips of your fingers meet on the pelvic bone just above your privates. Perform the exercise. If the muscles under your hands tighten up, feel harder, then they are getting a workout. The best exercise for lower abs is lifting your legs about the length of your foot off the floor while lying on your back. Then spread them apart as far as you can and then bring them together. Repeat slowly until your muscles get too tired to continue. Rest for a minute or so then raise your legs again as before and perform a cycle-like motion,- slowly until you tire. Do this on alternate days so that the body has time to build muscle during the resting period.

are u feeling a burn? i would say up your sets and lifts. do 5 or 6 sets of 30-35. this way ur not pushing urself to the extreme but u can get a workout.

after a while push urself to 6 sets of 40. u'll get results in no time

In any exercise program the rule was do it until you start to ache, then back off.

It takes several weeks to show any difference.
