Time is not an essence in this case. You say the words when you feel that it is real love. If you know you have developed strong feelings for your partner and you think it is more than just an ordinary LIKE, you should probably tell he or she that you love them.

Well there are those feelings that you can't avoid. This like any other needs to be felt before it is spoken. You wouldn't want to get yourself buried so deep in thoughts of what saying this will get you. If you feel it say it. Otherwise you are digging yourself a hole that is not easy to get out of. If you tell your partner you love them and don't mean it, There are feelings, thoughts and morals that are broken down. Its harder to get over a relationship when you believe the person loved you. As usual its all about feeling and how you deal with it.
Don't be a fool and speak something that you are not feeling. Its great to love and be loved in return.

we would like to say that it really depends how u feel it ur heart we actually said it after 2 weeks and the best thing is that we married 3 months later

Depends on how comfortable you are with one another, and if you truely mean it, Love is not a word that should be thrown around.. there is no time limit, Just when your heart truely feels the love for the other person...
