The mother will be the one to face the allegations I listed above. If the boyfriend is not the parent of the child present, the mother is solely responsible for the safety of the child. By allowing the child to ride in the car with the BF, she could be made to answer for that.
Allowing the child to ride in the car with a person who has been drinking poses risk to the child. Parents, Guardians, etc, are solely responsible for the well being of their child. It is the same as if a parent lets a BF or GF abuse the child. While the person abusing the child will answer for that, the parent allowing it will answer for allowing it to happen.

Most likely all that would happen is that the boyfriend is cited and it goes to court. In Ohio, it is mandatory that there is a fine and very likely he will have a suspended license. On multiple counts of DUI, you are issued special plates in the state that indicates you're a repeat offender.
I don't believe anything would happen to the daughter if she and the child were simply passengers in the car.

First let me agree with the answer that Child Protective Services will be called. There is another factor as well that you did not mention, who has title to the car. If the mother has title to the car (or the car is registered to her) then she has in fact allowed the boyfriend to DUI thus she has committed a crime by allowing him to drive her car. This is one situation that I would definitely consult with an attorney on. If you are within the financial guideline I would suggest contacting legal aid society for advice. Best of luck getting that child out of situations such as this.

That would be child endangerment. Why didn't the mother do the driving if the boyfriend was too drunk to drive. If she had, everything would have been OK. Friends don't let friends drive drunk.
Seems to me that the mother might be held accountable to for being aware of the situation and not doing anything to prevent it.
Child endangerment by accountability.

Nothing. The boyfriend was driving so he would be charged with child endangerment along with the DUI, but if he gets a good lawyer and it's his first offense, he might not get jail, either.

That would depend on how old he was, and if the mother gave persmission for him to drive. You did not say, but regardless if he was the one driving he will face punishment. But others may too, like I said you did not say, nor did you say if he was licensed, nor what the mother was doing, was she drinking? Was the child put in harms way?

most likely, AA, parenting classes, parole, and social services might be on her @ss, and maybe if she does not comply the baby might be taken away from the mother, cause she was negligent, as to who she left her child to.
