First off, you're letting him. Sounds like you really like him and he's taking advantage of it. I don't know anything about your relationship, but I think you put yourself out there and he knows where you are in regards to the relationship, and he's not in the same place.
He could also be doing it to get a rise out of you. Testing you to see how you are when you're angry, or if you'd get angry.
Saying those things while playing is one thing, saying them all the time is another.
The truth is, the one who loves less in the relationship, controls the relationship.
Try it with him, see how he handles it. The next time he says something like that, you don't even have to be all blatant, just mention how hot you think one of his friends is. That should be fun.

I don't even want to think about why he's behaving this way with you. Next time he tells you he wants to date your friend, tell him to go right ahead, he has your blessing and hope he forgets your number after its all over. If he asks what will happen if he cheats on you, tell him to cheat and he will find out. Call his bluff. Hopefully you will move on from him at some point and find a man who values you enough not to torment you and play on your fears. You deserve better than this one. He sounds very insecure and pretty dingie to me.

It means that he is trying to manipulate you - possibly to the point of becoming desperate enough to accept him "dating your friend'. He is looking to be a player, and the play will be on you if you are not careful.
As far as saying that to you, but not your friend - it may be because he wants both you and your friend. He is expanding his "horizons".
Keep in mind, you don't need another person to define who you are. You can have love without sex, and sex without love. They are only together when you find someone that only wants you ... at any price, sacrifice and for ever.

In a Mom's opinion he is being a jerk. When he says "I want to date your friend" answer back with " you did------fool" and then walk out or throw him out. You deserve much better than this and where was your head when you started dating your friend's ex idiot? You need to wake up and move on it is now 2007 and time for a real change. And to answer your" why me" is because you are ALLOWING him to do it. Plain and simple and do NOT let him get on with your life. Good luck.
