Waxing, by far. Shaving is a huge and terrible no-no. Laser would be fine and more permanent, but you cannot guarantee that the eyebrow of today will be the same as the eyebrow of the next decade.
With waxing, you get a good two weeks to a month of great eyebrows. And if you are not completely satisfied, you can explain to your waxer how you would like it differently next time.
Waxing costs between 6-8 dollars.

tweezers because you want to remove the whole hair down to the follical. I am allergic to the wax so that is out for me. Do not remove the whole brow and pencil them in. Measure from the outer nostrils up with your pencil, lightly mark brow with a dot-eyebrow pencil. Now measure from the nostril to the outer eye, and mark with a dot, this will be your length. The brow should be arched at the outer colored portion of your eyes- that being the highest point.

i would suggest instead of doing it yourself to get it thereaded!
i do that 2 my eyebrows and i love the way they look! and only cost about 10 dollars.
its worth a try and did i mention i just love da way they look? lol.
its not as harsh as waxing as wax takes some of the skin off when removing the hair

Between the eyebrows, laser is by far the best, it is effective and not that expensive.
For eyebrow shaping, I have been told threading is fantastic and that it is much better and controllable than wasing.

get a professional to wax them. That is the best way
or you can buy some brow wax at walmart, but make sure you aren't allergic to any of the ingrediance, i didn't check once and I had a really bad reaction and right on my face for the world to see

I would go with electrolysis. It hurts, but it is truly definitive. If you are not looking for a definitive method, you can get them waxed at a salon and maintain them yourself. Get them waxed by a professional 3 or 4 times a year.

threading. it hurts the 1st time but the result is great and when it is growing in again it looks more natural than waxing. u can go to an asian salon and get it done for $5.

Threading - as effective as waxing but easier on the skin.
Tweezing - precise but time consuming.
Waxing - effective & quick but can irritate skin. Only go to someone with lots of experience who you can trust.

first off, how much hair do you want to remove? all of it? just to trim or to shape it? shaping, i like spending for a hair threading-- to be sure.. i dont like plucking coz its such a long process... shaving is a good way to start a start up shaping..especially if you have no experience in shaping your brows, when you shave you dont pull the hair out from the roots, enabling them to grow back! :) good luck!
