If you know what you are doing, have done the proper research and testing on your dogs, and have the time, energy and large amount of money required, then MAYBE.
There are so many things that must be taken into account before you breed that most people don't even think of! There will always be breeders. Many people are looking for specific, predictable behaviors and traits in their dogs, so taking a mutt from the pound, would not be acceptable.
What I don't think should happen are these backyard breeders, puppy mills, and idiots who allow for repeated "accidents" because they choose not to fix their dogs!

Yes. BUT, only responsible breeders.
Responsible Breeders love their breed of dog. They do not make profit from breeding, but learn what it takes to breed a dog that is hopefully free of health problems. The puppies will have a home before the female even becomes pregnant. They keep track of the dogs they have bred and sold and make sure that the home they go to is a responsible pet owner.
They love their dogs and will absolutely do everything possible to make sure the dogs bred are healthy and that the puppies to be produced are too.
All necessary tests and physical exams will be conducted before a dog is ever bred.
Money is not the object, but the love of a breed of dog, and wanting to give that breed every advantage in life is their utmost goal.

People have been breeding domesticated animals for centuries, and quite successfully, so I really don't see a problem with it. That breeding is why you have so many different kinds of dogs today with so many great attributes.

Well no get a Male and a Female dog dont make them mate it takes time I am a dog expert and i should know I love dogs I read about 5 books a day on dogs and it says it takes time and they may not like each other maybe because of fear.

Why would it be wrong? If you are treaing them well and humanely, its probably fine. You could check with the humane society to see if there are any resources to check and see if you are doing things correctly.
