I have photoshop elements 2.0.
BEFORE YOU ANSWER. I have gone through dell support, and have had no luck. Every program that can be closed down, has been, and I've upgraded my RAM to the 512 that photoshop recomends. PLEASE, do not tell me to upgrade my ram, or close down programs. That is not the problem.
I have tried reinstalling Photoshop Elements 2.0, and the problem persists. I can easily open a larger file, Photoshop CS2, and graphic intensive games.
The only problem is with Photoshop elements.

Any advice as to what to do or where to go, bearing in mind it's not my ram or multiple programs running?

The ram works with every other program on my compter. My system is compatible with Photoshop Elements, I had been using it for about a year before this problem came up, the computer in question with the problem has no internet access, and no programs are transfered from any other computer to it, so there is no chance of a virus, I have no screensaver, and I have reset my desktop to have no wallpaper.

Dell can do nothing, Adobe no longer offers support for Elements 2.0. This sucks.

have you checked the system requirements listed on the photoshop elements?
is your computer system compatible with it?
is 512 MB RAM the minimum requirement?
if so, then more than likely you will need more RAM to run the program especially if you're working at minimum requirements
which is more than likely maxed out on your computer system
also check to see if there are any programs running in the background (click start - run - type in msconfig then check in the start up tab to see which programs are running)
is your virus scan program updated? have you checked for viruses lately? or there may be some adware/spyware on your computer that is slowing it down to a point where you're not able to run photoshop
you might want to download/install Adaware and /or Spybot:search and destroy to check for adware/spyware on your computer

You say you have closed down all unnecessary programs - how about wallpaper and screensaver? They run constantly in the background. I reset mine to blank to free memory as much as possible.

If it was working and then stopped, you need to ask yourself what else occured on the system at that time...

Something happened that suddenly fouled up the program...

What software was installed? What configuration changes might have been made? etc...
