Cortisone affects different people differently. It may be causing your headache.

Some people will light up like red Christmas lights (Flush), may swell up and crave food, which results in weight gain or perhaps just holding fluids.

Cortisone will not cure your bone spur but will reduce the inflammation around it......which will be temporary.

It's possible. Maybe you just stressed yourself out with the thought of the shot; they are painful. Cortizone will give you a rash and sometimes make your face swell. I've never had a patient have a headache/nor have I experienced one, but I have had the rash and swelling. Hope you feel better. If not by tomorrow, call your doc. Godloveya.
