From what I understand of it, yes. Kind of like karma. It applies to everyone, regardless of faith.

It's similar to karma. There are a lot of people that believe in karma that aren't wiccan/pagan. Basically, the Law of Three is all about taking personal responsiblity for what you do. Which is a huge difference in Wiccan compared to most other religions. You are personally responsible for whatever you do, good or bad, and you will get it back, good or bad. There's no "devil made me do it", or "I can do whatever I want all week because God will forgive me on sunday for it all no matter what". (I'm not saying that all Christians, etc. are like this. It's just an example to prove a point.)

Many religions have something similar in their teachings. Some call it Karma, the Threefold Law, the Golden rule, etc. There are actually a few major parts among many minor ones. Most have been covered here in the other answers, but here's my 2 cents.
First off, there is your reputation. Metaphysics aside, if you do bad things to people, they won't like you, or at least not as much as if you were nice to them. By doing nagative things, you build a reputation as someone who does not help and is udeserving of help. If you don't like someone and you are not interested in making the effort to "be the good person", how far are you willing to go to make their life easier or better? My guess is, not too far. In the opposite case, if you like someone, are you more willing to help out?
Another major part is your own mindset. This contributes to the vibe you give off and also how you perceive things. A negative person tends to see things in a poor light, and will often see the universe, luck, fate, etc. as working against them. Also, an attitude of superiority or other things that people find undesirable, tends to make people feel uneasy to some degree. This affects how positively people feel about you. The more positive people feel about you, the more likely they will be to assist you in your life.
Metaphysically speaking, there is the whole cause/effect thing. Since we are talking about things beyond the traditional senses, we can only truly speak of them in metaphor. There are sayings like every action causes a ripple, vibration, etc. You could even use physics as the weighted rope example above. Have you ever heard of the butterfly effect (not the movie, though it is a fairly good reference)? Basiacally, every action you take, affects everyone who can perceive (traditional senses, or in some cases, the senses beyond) that action in some small way. Those people's actions are altered by this perception and the actions they take each have an effect on everyone who perceives their actions. This continues on an exponential level that eventually, in some way or another, will inevitably return to you on some level, whether you recognise it or not.
There are many other small factors as well, and some I'm forgetting or not even thinking about. More than just a simple answer really. Hope that helps!

The principle applies itself mostly at the psychic level, i.e. if you slap someone, you'll feel bad about it, and that's three times as bad as being slapped yourself.
If you have no conscience, the above scenario might seem silly to you, but then the universe would find a different punishment for you as well. Perhaps you slap someone daily with no punishment at all, but years later you develop cervical cancer or somesuch.
Of course, not all Wiccans agree on this principle as axiomatic truth- many believe that it's just a good policy to be nice to each other, and the Threefold Law is merely a happy reminder.

What goes around comes around, there has to be a balance. I didn't know that only wiccans believed that though. I'm Christian and believe that. But I suppose it's x3 because it's like a ripple effect, one bad deed can cause more damage than just what you see at the time. So the one responsible could face more of the "waves" of something else. To make the balance realigned.

It's not just Wiccans that believe this. And a slap doesn't necessarily equal a slap. It just means you'll get what's coming to you, good or bad.

Well, if you look around you will see karma at work all the time. Just my neighbors are a good example. I live among thieves and people who cause all kinds of trouble.
I hear them complain all the time that they can't seem to stay out of jail for some reason. That is karma at work. These people steal and fight and cause all kinds of trouble and they recieve back what they send out. Just go to any prison and you will see people there that are paying for whay they have done.
Just look at the televangelists that decieve people they may endure for a while, but eventually theyhave their downfall.
Look at history and you see karma at work.

Karma affects every one. If you slap someone your not going to get slapped back three times. It means that you put out negative energy and it will come back to you three times as negative energy cause bad things to happen. the degree of bad stuff that will happen to you will vary with how much negative energy you put out there. The same works for putting good energy out there.

It is more similar to the law of cause and effect. If you swing a weight on a rope above your head in a circle it has more force than if you just threw the object. It applies to everyone because it is based on assumptions of universal laws as constants.

Basically what it means is that whatever you do to someone else, will come back to you with three times the "strength". If I do something good for someone, something else good will happen to me 3 times stronger. It works the same for the opposite as well. Anytime I do anything to harm someone, it will come back to me 3 times stronger.
