what razor(shaver) should i buy for my brother?

Question

He doesn't have facial hair but he shaves his head (not completely bald, the hair is still visible). He asked for some norelco thing with 3 circles/heads but I'm not sure if that shaves hair on the scalp. From my understanding, those three head things only shave facial hair. Please tell me if I'm wrong and let me know what the best option is. Thanks. All help and advice is appreciated!
