On the back of the car title, I only see seller and buyer. I don't see an option to sign over to someone else as a gift. I've been to the ny dmv.org website and cannot find a clear answer. Their phone number is unavailable. Also, when filling out whatever needs filling out on the back of the title, does a notary have to be present to witness?

Same way as you do with any buyer. Just "sell" it for $1.00 if there's no gift option. Do up a bill of sale as well. As far as notarizing is concerned, check with the DMV. Some states require it, most don't; unless the sale is interstate. If there's a block for a notary it won't hurt to get it notarized.

Go to your local DMV. On Long Island, there's one in Bethpage and Amityville. I'm sure there is also one close to you. They will give you the form to fill out. Tell them it's a gift transfer and they will tell you want to do at the DMV's information desk.
