Microsoft WordPad
(The Word processor that comes with Windows)
Usually found in (on all Windows versions):

Start > All Programs > Accessories > WordPad

RTF, Rich-Text Format, is a simple "What You See Is What You Get" format for document processes. It's similar to a Word .DOC, and MS Word will read them fine, but it is more portable (more likely to be read by everybody, nomatter what OS or Word Processor)... so it's often used instead of .DOC.
