It was written by the great philosopher "Aesop" (c.600 BC) Greek fablist - author of Aesop's Fables. Aesop used stories about animals to teach lessons of life to his readers. This particular quote means that it is better to be content with what you have and live peacefully than to have all that you could want, while living in fear (relating to war, specifically).

From an old fable "The town mouse and the country mouse" where the country mouse had only beans and bacon to offer his cousin from the town. After going to where his cousin lived and being offered much finer foods, he left for the fear of the dogs in the house saying he'd rather have beans and bacon in peace. A comparison of the country life to the town life...poor but peaceful.

beans and bacon may represent low income and cakes and ale may imply excess. in that case it may mean if you are low income and yet live in peace then you should not envy people who live in above their means, and they may be afraid of losing what they have.

It means that it is better to have basic needs met, and live life to its fullest, then to have all the luxuries of life, and not get to live it.
