When he is ready (we started a little after his second birthday). If they show signs that they know WHAT the potty is for and actively try then go ahead and start, if they think it's a game or have no interest.. just give it another month and try again.
It's not uncommon for a boy to not potty train fully on pooping until after 3.

I started potty training my daughter at 18 months...i know you said boy, but here is how i knew she was ready. She would go to a corner when she would make a #2, she would bring me a diaper when she was wet, and she would make it through the night without wetting her diaper, and it would be hours befor she would a wet a diaper during the day. These are all signs of a child being ready to potty train. He will show you when he is ready you just have to watch.

Let the child let you know when he is ready. When he has an intreast in going potty around 2 I would start playing around with it. But not push it till he is ready. When he is ready. Dont use a little potty chair. Or one of those potty covers that goes on the toilet. Get a stool and let him climb on the big toilet you use.
A FUN POTTY GAME FOR BOYS
Put cheerios or fruit loops in the toilet and tell him to
AIM AND HIT! Lots of fun and he will have a blast. Once he is ready go straight to underwear no more diapers. At night pull up.
LOTS OF PRAISE LOTS OF HUGS AND GOOD JOBS
Dont get mad if he has an accident.

Good question, I believe that you should potty trainer a boy when he is ready, the best time to do it is in the summer because the hot weather burn their booty, because the diaper is made out of cotton. He will give you sign. I have a son he is two, somethimes he pee on the toilet, but he is not very interest, why force him, but if he more than 3 you should force he and pop him.

It's how YOU approach potty training that brings fast results. I potty trained my child in less than a week with this method http://www.goobypls.com/r/rd.asp?gid=297

from the time he can sit upright around 6mths, you shd let him try sitting on a potty - to let him get a hang of it & also to let him get used to sitting on a potty. just make it fun - like the potty is a toy. most children hate sitting on it, wonder why? so if you can start off early, it'll better. try to start off a routine, like getting him sit in for a while at a designated time every day. soon, he'll get used to the idea. if you wait till he's 1yr or older, it'll be quite difficult as he'll kick up a fuss.
