Some of the do. Incresent lamps which have the entire element burned into does not use energy.
However florescence lamps and any lamp which dims or burns at all of is just weak as in the condition of may commercial/industrial fixtures will consume energy.
If your lamp is dim it's consuming energy. If the element is burned into it is not passing current though.
Many fixtures which come on(such Security lamps) burn brightly a while and than go off also use energy when off to some degree.

Actually they do consume a tiny amount of energy, but nothing that anyone would notice
