Free upgrades are usually called service packs... New Operating Systems are usually not free upgrades. Usually there is an upgrade that can be bought at a reduced price.

To make the move to Vista you will need to buy it The Beta version was free (but in recent weeks I haven't been able to find it)
Microsoft just announced today that they will have a big release party in New York City on Jan 29 07 Vista will be available (to buy) then With that said, I would wait at least a few months before making the switch to 1. let them work out all the bugs 2. allow for more compatible software

All the versions of Windows Vista - Professional, Premium, Home, etc. will cost you money. Even if you have licenced Windows XP you have to pay for the upgrade.

The current beta is free, and perfectly legal, but the actual release will cost money, more or less depending on which version of it you buy. Either way Vista is a large resources eater, so I would recommend sticking with XP until it is officially released, if not later.

You can already download the BETA. You need really high end hardware (this is a relative statement) to run Vista though, much more so than earlier requirement increases in windows versions.

if history repeats itself the answer is Hell NO !! people who had genuine 95 did not get 98 for free nor people with a genuine 98 operating windows system also did not get xp or millenium or 2000 for free. Microsoft like other large companies don't spend a hell of alot of money developing to give away it for free. They charge for upgrades to your original everytime
