Yes, she's flirty by nature. She doesn't necessarily have the intent of leading anyone on, she might just be outgoing. She might also like attracting attention to make her feel wanted because she has self esteem issues. He won't know if she likes him unless he engages her in actual conversation outside of a crowded social environment. Ask her out!
