Its the canteen for roadworks or motorway maintenance people.
This is obvious by the fact that there is always a sign that says Works Unit Only and all the motorist can see is a whole lot of orange cones and maybe a hole next to the road with a bit of heavy machinery or scaffolding about.
There are never any workmen around and what else could drag them away from their duties other than tea or food? So therefore, by pure logic alone I say it is to indicate where the canteen is...

A Motorway Works Unit only area is where building materials and equipment is kept by the Motorway Maintenance Crews for use in repairing the motorway and keeping the surface clean of excess gravel, stones, ice and snow, etc.

At least most of them are genuine works unit access points for gritters etc.
There was an access for Greenham Common off the M4 when the USAF had cruise missiles there, which I recollect had a Works Unit Only sign. If any motorway accesses in the UK currently have secret military use, they are hardly likely to want people to tell you! But if they really want to keep things secret, it is a bit late to use "Works Unit Only" as lots of people twigged years ago!

Motorway maintainance vehicles and similar things. The motorway system is always being repaired or redesigned, so this stuff has to have somewhere to go... you can see the reverse of these things when you go throught he many little towns and villages near new extensions and by-passes... the ones saying 'NO maintainance vehicles'.
