Even a doctor wouldn't diagnose you on-line, but taking a guess I would say it's a sebaceous cyst.

The sabeceous glands secrete a waxy substance that helps to keep your skin supple. Sometimes they get plugged particularly on the back of the neck and men are prone to get them.

It could also be a boil.

In any case, because it's so close to your spinal cord and brain, it's best not to mess with it yourself but to see a physician.

Could just be a spot coming. See the doctor if it becomes painful.
