Hmmm, it depends on the situaation. You could:
1. Make an excuse (bathroom, homework, something to do, get a drink, meet someone, etc.)
2. You could tell them the truth (doubt any1 would do this though)
3. You could hint that they're talking for a long time (look around room, look at watch, sigh)
4. You could interrupt (kindly) and start talking, on the same subject.

It largely depends on your moral stance, whether you're on the phone or face-to-face, and if you have advance warning that the person in question is going to go on at length.
If you're on the phone, and you have no trouble with lying, you could say that you have something on the stove, or that there's someone at the door. In order to soften the need to say 'goodbye', you could say that you'll call back at a later time.
If you're face-to-face, you could glance at your watch -- or ask your chatty companion for the time -- and gasp at how late it is. You must leave and 1) make supper; 2) go to the gym; 3) mow the lawn, but you'd love to continue this conversation at a later time.
If your conscience doesn't allow you to lie, you could say that you need to leave. Just that. Just as 'no' needn't be followed by an explanation, 'I need to go home' does not require any additional excuses. If you feel that it's not enough, you could add, '...but I'll give you a call/look you up/email you later.' On the phone, this becomes, 'Hey, sorry to interrupt, but I really have to go... can I call you later in the week?' Surprisingly, many people are cool with this sort of goodbye. When you gotta go, you gotta go, right?
If you're not in a position where you can leave (you just want the person you're talking with to shut up), you might try introducing him/her to someone else and pass on the problem.
If you have advance warning that you're going to be talking to an endless conversationalist, tell him/her right away that you only have a limited time. Five minutes before that time is reached, start your goodbyes. It will likely take a few minutes to get all the pleasantries out of the way, but hopefully not too far past your breaking point.

My dad is the perfect culprit for this. He even acknowledges that he is talking too much, but just keeps on chatting away.
Nowadays, I tell him that I have to be somewhere by a certain time (even if I don't) before he starts talking away and usually he will remember without me having to prompt later on.

Yawn alot, keep looking at your watch, look around the room, tap your fingers(on table), take alot of deep breaths, tell them to take a deep breath.
